'Appointed' in the Bible
Then ye shall come up after him, that he may come and sit upon my throne; for he shall be king in my stead: and I have appointed him to be ruler over Israel and over Judah.
Then the king appointed Benaiah son of Jehoiada in Joab’s place over the army, and he appointed Zadok the priest in Abiathar’s place.
Solomon also appointed twelve governors over all of Israel, each of whom were responsible for providing one month's food provisions to the king and to his administration during each year.

Despite everything that happened, Jeroboam never did repent of his evil practices. Instead, he appointed even more people to act as priests for the high places. Anyone who wanted to be a priest was ordained to be a priest in the high places.
Go tell Jeroboam, ‘This is what the Lord God of Israel says: I raised you up from among the people, appointed you ruler over My people Israel,
And he said unto him, Thus saith the LORD, Because thou hast let go out of thy hand a man whom I appointed to utter destruction, therefore thy life shall go for his life, and thy people for his people.
