Thirty-eight years had gone by from the time when we came away from Kadesh-barnea till we went over the stream Zered; by that time all the generation of the men of war among us were dead, as the Lord had said.
For the hand of the Lord was against them, working their destruction, till all were dead.
So it came to pass, when all the men of war were consumed and dead from among the people,

Otherwise, the avenger of blood in the heat of his anger might pursue the one who committed manslaughter, overtake him because the distance is great, and strike him dead. Yet he did not deserve to die, since he did not previously hate his neighbor.
If, in the land which the Lord your God is giving you, you come across the dead body of a man in the open country, and you have no idea who has put him to death:
then let your elders and judges go out and measure the distance from the dead body to the neighboring cities.
All the elders of the city nearest the dead body are to wash their hands over the heifer whose neck was broken in the valley,
his dead body shall not hang on the tree, but certainly you shall bury him on that day, for cursed by God [is] one that is [being] hung; so you shall not defile your land that Yahweh your God [is] giving to you [as an] inheritance."
