'Explain' in the Bible

To whom will he teach knowledge, and to whom will he explain the message? To children just weaned from milk? To those just taken from the breast?

Who is like me? Let him make his claim! Let him announce it and explain it to me -- since I established an ancient people -- let them announce future events!

Explain and present a case! Yes, let them take counsel together. Who announced this long ago, who declared it from the distant past? Was it not I, the LORD? And there is no other God besides me, a righteous God and Savior; and there is none besides me.
